
New multigenerational housing development in Alicante gets green light from city council
Rafael Alemany becomes new councillor and Benalua becomes pilot zone for social housing
Alicante, July 31, 2025. The Alicante City Council session began with the swearing in of the new representative of the People's Party, Rafael Alemany Asensi , who replaced the resigned Toni Gallego. The new councilor, a civil engineer, immediately joined the team of Mayor Luis Barcala.
Benalua to get intergenerational residential building modeled after Plaza de America
The Council unanimously approved Amendment No. 2 of the Benalua Sur Neighborhood Reform Plan. The decision will allow the use of the site at 31 Isabel la Católica Street for the construction of an innovative intergenerational building with:
- social and public services on the ground floors,
- and affordable rental housing with long-term occupancy on the upper levels - primarily for vulnerable groups of the population.
This solution is based on the successful example of the Plaza de América building and aims to expand affordable housing within the framework of state support.
Other important changes in Alicante's urban planning:
Vistahermosa Norte: site for private hospital
- The M-15 site will change its status from residential to special commercial .
- The building density and the permitted number of storeys are increasing.
- Modification No. 4 was approved by the majority (PP and Vox).
Garbinete Norte: expanding the functions of the ground floors
- The possibility of placing offices, services and infrastructure in private buildings has been approved.
- The ban on infrastructure facilities is lifted.
- The goal is to revitalize and diversify the area.
Montepino: New desalinated water reservoir
- Technical corrections to the previously approved modification No. 45 have been adopted.
- The project was supported by PP, Vox and Compromís, PSOE abstained.
Aguamarga: Flexible zoning of the commercial area
- Modification No. 4 is approved for 17,000 m².
- Combined use is permitted: hotels, offices, infrastructure .
- The parameters of building density and height do not change .
Budget changes: "Setok street" and police station
The Council approved the third budget adjustment in the amount of €581,840 :
- 111,840 € for the reconstruction of San Francisco Street (Setok Street),
- 450,000 € - for the renovation of the police locker in the Juan XXIII district.
The project was supported by PP and Vox, against by PSOE, and abstained by Compromís.
Moratorium on tourist apartments extended
The institutional declaration proposed by the PSOE on extending the moratorium on licences for tourist apartment blocks has been adopted.
Support from PP and PSOE, abstention - Compromís.
Measures include:
- participation in a regional agreement on sanctions,
- modification of the General Plan,
- creation of an online registry of legal VUTs,
- Technical advice on combating illegal rental of housing.
Additional decisions of the council
- The regulations of the Housing Patronage Service have been changed.
- The statements of demands to the Spanish government on institutional and financial issues (Fondo de Liquidez Autonómico), proposed by PP and supported by Vox, have been adopted.

The Alicante City Council has approved important initiatives aimed at developing sustainable housing, regulating tourism and adapting infrastructure to modern needs. The approval of intergenerational housing in Benalua and other changes confirm the authorities’ commitment to improving the quality of life in the city, maintaining a balance between social, economic and environmental interests.
