
🛑 Alicante suspends issuance of licenses for tourist apart-complexes
Temporary moratorium expands to entire buildings as authorities battle overheating market to protect locals and provide affordable housing
Alicante, 3 July 2025. The City Hall of Alicante has officially announced the extension of the current moratorium on the issuance of tourist accommodation licences (VUT) to include entire blocks of flats converted into tourist apartments . This decision was taken through the Department of Urban Development , headed by Rocío Gómez , and is aimed at controlling the growth of tourist accommodation , protecting the interests of local residents and ensuring the availability of housing in the city.
🏢 What does the new moratorium include?
Now suspended:
- licenses for new tourist apartments and apartment complexes ;
- any applications for changing the purpose of residential premises to tourist ones ;
- issuance of urban planning certificates and declarations of conformity for this type of housing throughout the city.
According to Rocio Gomes, the city is working on a new regulation that will cover all forms of short-term rentals , including entire apartment blocks . Before it is adopted, the authorities want to take a break to analyze the situation by neighborhood and develop the most effective solutions.

According to the Generalitat's Department of Tourism , 53 new apartment complexes in Alicante have been registered since January 2023:
- 16 - in 2023
- 25 - in 2024
- 12 - for the first half of 2025

The extension of the moratorium is part of a global urban planning strategy aimed at:
- Curbing the rental market overheating
- Development of a balanced tourism infrastructure
- Preservation of the social structure of the districts
- Providing affordable housing for the residents of Alicante
🏗 Additional measures: 6,000 new apartments, of which up to 40% are under the state program
The municipality is also implementing large-scale housing construction plans . Currently:
- 6,000 new apartments are planned to be built
- from 30% to 40% of them are housing under the social program
In addition, 5 municipal land plots were transferred for the construction of 220 affordable apartments in cooperation with regional authorities.
